rechaza validez de referendo en Venezuela sobre territorio en disputa con Guyana"},"content":{"rendered":"<p>La Comunidad del Caribe (Caricom) afirm\u00f3 este mi\u00e9rcoles que el refer\u00e9ndum propuesto por Venezuela en diciembre no tiene validez, ya que la disputa fronteriza con Guyana alcanz\u00f3 un nuevo nivel esta semana.<\/p>\n<p>Venezuela celebrar\u00e1 un referendo el pr\u00f3ximo 3 de diciembre, en el que el pa\u00eds responder\u00e1, entre otras cuestiones, si aprueba o no anexionarse la Guayana Esequiba, un territorio de casi 160.000 kil\u00f3metros cuadrados en disputa con Guyana.<\/p>\n<p>\u00abCaricom toma nota de la decisi\u00f3n de la Asamblea Nacional de Venezuela de llevar a cabo un refer\u00e9ndum popular para defender la reclamaci\u00f3n venezolana del Esequibo\u00bb, remarc\u00f3 la agrupaci\u00f3n regional de 15 miembros en un comunicado.<\/p>\n<p>En este contexto, la comunidad record\u00f3 que \u00abel derecho internacional proh\u00edbe estrictamente que el gobierno de un Estado se apodere, anexione o incorpore unilateralmente el territorio de otro Estado\u00bb.<\/p>\n<p>\u00abUn voto afirmativo como el mencionado abre la puerta a la posible violaci\u00f3n de este principio fundamental del derecho internacional\u00bb, a\u00f1adi\u00f3 la comunidad.<\/p>\n<p>El referendo consistir\u00e1 en cinco preguntas dicot\u00f3micas, con las que el chavismo busca que los venezolanos respondan afirmativamente, entre ellas a respaldar \u00abla posici\u00f3n hist\u00f3rica (del Gobierno) de no reconocer la jurisdicci\u00f3n de la Corte Internacional de Justicia (CIJ) para resolver la controversia territorial\u00bb.<\/p>\n<p>La Guayana Esequiba, rica en recursos naturales y minerales, ha sido el centro de una pugna entre las partes y se encuentra en un nuevo episodio de tensi\u00f3n, luego de que la CIJ se declarara competente para decidir al respecto.<\/p>\n<p>Guyana se basa en un laudo arbitral de 1899 que le adjudic\u00f3 el territorio (entonces bajo el dominio del Reino Unido), una decisi\u00f3n contra la que Venezuela protest\u00f3 de inmediato, un reclamo que, tras varias fases, se mantiene hasta la fecha.<\/p>\n<p>Venezuela, por su parte, defiende que el Acuerdo de Ginebra, firmado en 1966, es el que rige esta controversia, pues -asegura- se trata del \u00ab\u00fanico instrumento jur\u00eddico vigente\u00bb y depositado en la Organizaci\u00f3n de Naciones Unidas (ONU) para resolver con negociaciones la disputa.<\/p>\n<p>El Acuerdo de Ginebra contempla que las partes deben resolver de forma
