Baduel afirm\u00f3 que este proceso no puede ser considerado un gesto de buena voluntad, sino el cumplimiento de derechos fundamentales.<\/p>\n<p data-start=\"1233\" data-end=\"1553\">En sus declaraciones, la dirigente se\u00f1al\u00f3 que hasta el mediod\u00eda se hab\u00edan producido alrededor de 31 liberaciones de presos pol\u00edticos, pero\u00a0<strong>insisti\u00f3 en que ello no representa un favor del Estado.<\/strong><\/p>\n<p data-start=\"1233\" data-end=\"1553\"><strong>\u201cEso no es ning\u00fan favor, es un derecho\u201d,<\/strong>\u00a0sostuvo, al tiempo que calific\u00f3 como una\u00a0<strong>\u201cburla\u201d<\/strong>\u00a0el planteamiento del funcionario.<\/p>\n<p data-start=\"1555\" data-end=\"1874\">Baduel tambi\u00e9n respondi\u00f3 directamente a Rodr\u00edguez, afirmando que las responsabilidades sobre las\u00a0<strong>denuncias de tortura y las condiciones de detenci\u00f3n deben ser esclarecidas<\/strong><\/p>\n<p data-start=\"1555\" data-end=\"1874\">.\u00a0<strong>\u201cSi hay alguien que tiene que pedir perd\u00f3n es ese se\u00f1or que ha propiciado la tortura y la revictimizaci\u00f3n de quienes hemos denunciado\u201d,<\/strong>\u00a0expres\u00f3.<\/p>\n<p data-start=\"1876\" data-end=\"2186\">Las declaraciones se produjeron en el contexto de una movilizaci\u00f3n de familiares, activistas, estudiantes y trabajadores que marcharon desde Plaza Venezuela hasta la sede del Ministerio del Servicio Penitenciario en Chaca\u00edto, donde\u00a0<strong>exigieron justicia por muertes bajo custodia y garant\u00edas para los detenidos.<\/strong><\/p>\n<p data-start=\"2188\" data-end=\"2454\">Los manifestantes reiteraron adem\u00e1s su exigencia de responsabilidades al ministro Julio Garc\u00eda Zerpa por el fallecimiento de V\u00edctor Quero Navas en un centro de reclusi\u00f3n, en medio de<strong>\u00a0denuncias recurrentes sobre las condiciones del sistema penitenciario
